South Sudanese authorities have blocked access to social media platforms following recent unrest, drawing criticism from the Committee to Protect Journalists (CPJ) and raising concerns about press freedom and public access to information.
On January 22, the National Communication Authority, South Sudan’s telecommunications regulator, instructed internet service providers to “block access to all social media accounts” for a duration of “30 to 90 days,” as detailed in a letter reviewed by CPJ and corroborated by media reports.
The directive aims to limit the dissemination of footage depicting the killings of South Sudanese nationals in neighboring Sudan, which sparked violent protests, including retaliatory killings of Sudanese nationals.
In a statement on Monday, CPJ condemned the move, describing it as excessive and harmful to journalistic efforts.
“Blocking social media access is a blanket act of censorship and a disproportionate response to unrest that makes it difficult for journalists to do their jobs and robs the public of the diverse sources of news.
“South Sudanese authorities should immediately lift this social media suspension,” said CPJ Africa program coordinator, Muthoki Mumo.
Journalists in South Sudan are navigating the ban by relying on virtual private networks (VPNs) to continue their work, though they remain unsure if their reports are reaching audiences.
“We journalists are using VPNs to work. What we don’t know is whether our audience is receiving [our news],” said Mariak Bol, editor-in-chief of Hot in Juba, a news site that publishes content on Facebook.
The social media ban accompanies other measures to address unrest in the country, such as a dusk-to-dawn curfew imposed in Juba on January 17.
Napoleon Adok Gai, the National Communication Authority’s director general, suggested during a January 23 press briefing that the ban could be lifted within 72 hours, but no official confirmation has followed.
Efforts by CPJ to obtain further clarification from South Sudan’s information minister and the National Communication Authority have been unsuccessful.
